The People's Assembly discusses the new draft law of the Artists Syndicate
The People's Assembly today discussed at its 18th session of the 11th ordinary session of the second legislative role, headed by Speaker Hamouda Sabbagh, the new draft law on the Artists Syndicate to replace Law No. 13 of 1990.
The draft law includes eighty articles and a number of them have been approved.Article 2, the artists in the Syrian Arab Republic shall form one professional union based in Damascus, enjoying legal personality and financial and administrative independence. It may establish branches in the governorates and according to article 3, the artists' union is a professional, creative, social and cultural organization. For artists.
The objectives of the syndicate according to the draft law are to contribute to the revival, development and dissemination of the Syrian artistic heritage, affirming its identity and working to enrich Syrian art to enable it to keep pace with the development of international art and interact with it to serve the humanitarian goals and to upgrade the profession of Syrian art scientifically and practically Defending the interests of the union and its members related to practicing the profession, raising their financial and moral level, and supporting and encouraging cooperative technical work.
The union has several powers, including contributing with the concerned bodies of the arts in the development of curricula in Syrian colleges, institutes and technical schools, the exercise of artistic activity, the establishment of clubs and technical societies, facilitating the work and production of private companies working in the artistic field, authorizing the start of artistic work after the approval of its texts by the concerned authorities and investment of movable and other funds Moved in the projects and works determined by the financial system of the union and participate in determining the wages and classification of artists and ensure their rights in accordance with the laws in force.
The new draft law put the conditions of registration in the syndicate, pointing out that it is considered an artist who has obtained a specialized Syrian university technical certificate or its equivalent and registered in the register of members and all who have successfully passed the exercise test, in the following technical sections and specializations (music, acting and directing) and complementary technical specialties .
The new draft law provides for the treatment of Palestinian citizens residing in the Syrian Arab Republic and registered with the General Authority for Palestinian Refugees in the same way as Syrian law.
The head of the Education, Scientific and Research Committee Abdul Salam Dahmoush said that the gaps facing the union in most of its work have been avoided, in addition to the emergence of new competencies not observed by the current law, as well as the need to bring the provisions of the law into line with the provisions of the Constitution.
A number of members of the People's Assembly considered that the draft law is vital to draw up a plan of action and policy of the Artists Syndicate in an optimal manner after studying it from specialists and concerned. It is also an urgent necessity to develop the law currently in force.
The session, which was attended by Minister of Culture Mohammed Al-Ahmad and the State for People's Assembly Affairs, Abdullah Abdullah, was adjourned until 11:00 Wednesday.
